WILLEMSTAD – Hoewel het KPC volgens het inrichtingsplan beschikt over een gezamenlijke meldkamer voor zowel de politie, de brandweer als de ambulancedienst was hiervan ten tijde van het onderzoek nog geen sprake. Dit meldt de Raad in een inspectie naar de taakuitoefening van de meldkamer van het Korps Politie Curaçao

Scheiding van taken, maar gedeeltelijk implementeren van de taken
De taak om uitsluitend urgente meldingen aan te nemen en af te handelen wordt gewaarborgd door de scheiding tussen de meldkamer (tel nr. 911) en het call center (tel nr. 917). Het formatieoverzicht van de meldkamer maakt melding van de functies unithoofd, chef, teamleider, dispatcher en call-taker, maar alleen de taken voor de call-takers en de dispatchers zijn omschreven. Van deze taken wordt bijna de helft gedeeltelijk of niet worden uitgevoerd. Een van de belangrijkste reden hiervoor is gelegen in het feit dat er een gezamenlijke meldkamer ontbreekt. De Raad adviseert om de vernieuwde locatie voor de gezamenlijke meldkamer binnen korte periode op te leveren.

Aandacht voor opleiding
De werknemers van de meldkamer beschikken niet over de benodigde opleiding, wat een punt van zorg is. De Raad heeft weliswaar begrip voor de situatie dat nieuw geworven call-takers in opleiding zijn, maar constateert tevens dat er een opleidingsplan ontbreekt voor de recent aangestelde teamleiders bij de meldkamer. Het opleiden van deze leidinggevenden is van belang zodat zij in staat zijn om de medewerkers van de meldkamer effectief en efficiënt aan te sturen, aldus de Raad.

Gebrekkige sturing, normering en monitoring
De Raad komt tot de conclusie dat specifieke kaders voor sturing op strategisch, tactisch en operationeel niveau ontbreken. Alhoewel het inrichtingsplan KPC uitgaat van een proces-georiënteerde meldkamer ontbreken er binnen de meldkamer concrete normen en prestatie-indicatoren, waardoor de voortgang en resultaten van de meldkamer niet kunnen worden gemonitord.

Bereikbaarheid niet gegarandeerd
Hoewel er tien (10) vaste telefoonlijnen zijn waarop de meldkamer bereikbaar is beschikt het KPC niet over een back-up systeem voor het 911 nummer, waardoor de bereikbaarheid niet onder alle omstandigheden wordt gegarandeerd. Binnen de meldkamer ontbreken er ook protocollen en/of procedures voor crisis situaties.
