WILLEMSTAD – Het verzamelen, verwerken en onderling delen van informatie bij de lokale opsporingsdiensten, moet beter. Dat concludeert de Raad voor de Rechtshandhaving (Raad) na inspectie bij het Openbaar Ministerie (OM), het Korps Politie Curaçao (KPC), het Recherche Samenwerkingsteam (RST), de Kustwacht, de KMar en de Landsrecherche. De Raad beveelt de minister van Justitie aan om de gesignaleerde problemen op korte termijn op te lossen.

De eenheden kampen met personeelstekort óf geldgebrek óf het uitblijven van specialistische opleidingen óf met een combinatie van deze problemen. Ook hebben de diensten geen contact met de samenleving als strategie om informatie te verzamelen zijn hun computersystemen onderling niet geïntegreerd en is er geen landelijke databank. Soms laat het registratiegedrag van de medewerkers te wensen over.

Doublures en leemtes
De Raad had – onder meer op grond van eerdere onderzoeken – geconstateerd dat er doublures maar ook leemtes bestaan in de informatieprocessen binnen het Koninkrijk. In het belang van een gezonde en sterke ‘informatiepositie’ voor alle diensten, besloot de Raad dit aspect van de opsporing op Curaçao vorig jaar te inspecteren.

De Raad onderzocht in hoeverre invulling werd gegeven aan de drie fasen in het informatieproces: de informatieverzameling (informatie-inwinning en -vastlegging), de informatieverwerking (of -veredeling) en de onderlinge informatieverstrekking. Ook aspecten van verdere samenwerking werden in dit verband onder de loep genomen.

Formatie en opleiding
De organisaties hebben een Criminele Inlichtingen Eenheid (CIE), ook aangeduid als Team Criminele Inlichtingen (TCI) en een infodesk. De Landsrecherche heeft op papier het informatieonderdeel RIO, dat echter nog niet operationeel is. De Infodesk en de CIE van het KPC zijn niet op sterkte, de formatie van het RST wél. De functie van tactisch analist bij de KMar is vacant en er zijn ook geen projectvoorbereiders en veredelaars. Ook de info-afdeling en het HIT van de KMar hebben meer personeel nodig.

Het personeel van de infodesk van het KPC heeft nooit een specifieke opleiding of cursus gevolgd terwijl die van het RST wél over de nodige kennis beschikt en regelmatig opleidingen volgt. Het personeel van de info-afdeling van de KMar heeft een aantal opleidingen gevolgd maar er is ruimte voor verhoging van het kennisniveau. Het personeel van de TCI van de KMar is voldoende opgeleid.

Software en beltegoed
De Info-units van het KPC, de Kustwacht en de KMar gebruiken Actpol- en BMS-software. Voor analyse gebruikt de Infodesk I-Base of I-Two. Het Actpolsysteem is geüpgraded met een module ‘Opsporing’ en een maritieme applicatie voor de Kustwacht. Het RST gebruikt de systemen SUMM-IT en Xiraf. Het RST heeft toegang tot het BMS-systeem van het KPC. De materiële middelen bij het RST zijn voldoende maar de computersystemen zijn niet geïntegreerd met die van de andere diensten. De Landsrecherche heeft de benodigde computersystemen maar geen interceptiemiddel en programma’s voor de digitale rechercheurs.

De CIE’s verzamelen informatie voornamelijk via informanten. De CIE van het korps gebruikt een software ‘notebook’. De runners hebben niet altijd beltegoed om de nodige contacten te leggen met de informanten en er is ook geen veilige plaats (‘safe house’) om de contacten met de informanten te bevorderen. De TCI van de KMar heeft voldoende financiële middelen om onder andere tipgelden en andere kosten in het kader van het runnen van informanten te dekken. De materiële middelen zijn in principe voldoende.
