Politieonderwijs: OM onvoldoende erbij betrokken

WILLEMSTAD – Het Openbaar Ministerie (OM) wordt onvoldoende betrokken bij het samenstellen van het programma en de examens voor politieonderwijs. Dit meldt de Raad voor de Rechtshandhaving (Raad) na een inspectie van het aansluiten van het aanbod op de vraag op het gebied van politieonderwijs in Curaçao.

Het OM zelf plaatst kritische kanttekeningen ten aanzien van het eindresultaat en ook de effectiviteit van het onderwijsprogramma. Het niveau waarop een grote groep KPC-medewerkers functioneert zou niet voldoende zijn en er zou zelfs sprake zijn van achteruitgang.

Samenstelling voldoende ingekaderd
Zowel het Korps Politie Curaçao (KPC) en het Opleidingsinstituut voor Rechtshandhaving en Veiligheidszorg (ORV) houden rekening met de wettelijke vereisten bij het samenstellen van het onderwijsprogramma. Ook wordt het onderwijsprogramma opgesteld en uitgevoerd volgens het Inrichtingsplan Politie, de functie-inhoud en het document Eindtermen Politie Curaçao.

Het ORV betrekt diverse deskundigen, enkelen met een KPC-achtergrond, bij de productie van het programma voor politieonderwijs. “Ook het Managementteam van het KPC is voldoende betrokken bij dit proces”, concludeert de Raad.

KPC en ORV
De samenwerking tussen het KPC en het ORV is goed voor wat betreft het voorbereiden en het afnemen van de examens.

Hierdoor wordt, volgens deze twee organen, bereikt dat wat getoetst wordt, ook dat is wat theoretisch en praktisch van belang is voor de taakuitoefening binnen het KPC.

Planning onrealistisch
De planning van het politieonderwijs lijkt de Raad, naar het zich laat aanzien als gevolg van interne beperkingen, onrealistisch. De Raad staat een realistische planning voor waarin alle financiële en personele behoeften duidelijk in kaart worden gebracht. Ook moeten de organisaties aangeven wat de mogelijke gevolgen zijn van de personele en financiële beperkingen.

Uitgaande van het inrichtingsplan constateert de Raad dat er sprake is van een personeelstekort bij het ORV. Dit beperkt de opleidingsmogelijkheden van het ORV. Met name gezienhet grote achterstand in het politieonderwijs verdient dit de nodige aandacht.

Controle kan beter
De externe controle op de voortgang en de implementatie van het onderwijsprogramma wordt, tot op zekere hoogte, gedaan door het Expertisecentrum voor Toetsen & Examens. Deze externe controle kan volgens de Raad beter, naast de interne evaluatie en aanpassingen die regelmatig plaatsvinden.

De lesroosters worden in de regel volgens afspraak ingepland maar worden regelmatig niet volgens de planning uitgevoerd. Meestal komt dit door externe factoren waar het ORV en het KPC geen invloed op hebben. Het ORV spant zich in om uitgevallen lessen zo spoedig mogelijk weer in te roosteren.
